UNU-WIDER facilitates learning at 2024 ATI Tax Gap Workshop


Organized by the Addis Tax Initiative (ATI), in partnership with the International Monetary Fund (IMF)’s AFRITAC East and Fiscal Affairs Department (FAD), UNU-WIDER and the World Bank’s Global Tax Program.

UNU-WIDER joins the 2024 ATI Tax Gap Workshop held 19–21 March 2024, in Dar es Salaam, Tanzania. The workshop is a collaborative initiative addressing the crucial issue of tax gap—the variance between potential and actual tax revenues—that hinders Global South efforts to generate domestic revenue needed to provide essential services. This workshop aims to deepen understanding, share experiences, and enhance capacities in tax gap estimation, covering both compliance and policy aspects.

The workshop focuses on enabling tax administrations, policymakers, and stakeholders to comprehend and address the tax gap effectively. Key objectives include introducing methodologies, sharing country experiences (such as UNU-WIDER's in-country partnerships in sub-Saharan Africa), and conducting practical sessions to estimate Value Added Tax (VAT), Personal Income Tax (PIT), and Corporate Income Tax (CIT) gaps.

UNU-WIDER is engaged in various sessions, bringing expertise in bottom-up approach to Tax Gap estimation. Practical sessions led by UNU-WIDER provide participants with hands-on exercises and insights into bottom-up compliance gap methodology.

Additionally, select partners from UNU-WIDER's IGM and SA-TIED programmes will be in attendance.

The work is part of UNU-WIDER's Building up efficient and fair tax systems – lessons based on administrative tax data project, which is a workstream under UNU-WIDER's programme on Domestic Revenue Mobilization (DRM). The DRM programme is financed by the Norwegian development co-operation agency Norad.
