Abstract – Measuring energy poverty in Senegal: A new multidimensional energy poverty index focusing on fuzzy sets approach

Many African countries, particularly Senegal, continue to face serious energy problems which have not yet been resolved. To tackle this issue, many sets of initiatives relating to the governments aimed at reducing energy poverty of significant sectors of the population or helping the most energy poor in these countries, is needed. However, measuring energy poverty is the prior of any energy policy targeted to struggle it. Therefore it’s fundamental to pay an important attention to measurements allowing the rigorous assessment of energy poverty. It is widely argued in the literature on energy poverty that multidimensional energy poverty index is superior to those unidimensional. This notwithstanding, these multidimensional index don’t emphasize the nature of energy poverty given that this phenomenon differ from country to country, from area to area and from household to household and has an uncertain character. Thus, this paper focuses on multidimensional energy poverty index based on fuzzy sets approach with the aim of finding suitable, complete and trustworthy method of measuring energy poverty.
